Commission On Economic Opportunity (CEO) and its subsidiary, the Housing Development Corporation (HDC) of Northeast PA, work together to support working families with children and fixed-income senior citizens in finding and maintaining suitable housing. They offer a range of services including comprehensive housing counseling, assistance with rent and security deposits, help with mortgage delinquency and default resolution, landlord/tenant negotiations, emergency housing referrals, and guidance with loan and grant applications. CEO and HDC also provide pre-purchase and post-purchase counseling, budget counseling, and homebuyer education. Additionally, HDC offers down payment and closing cost assistance through the Growing Homeowners Initiative, in collaboration with Luzerne County's Office of Community Development.
